In early 2007, final restoration work needed to finish the 2006 Interim Action was completed. In late spring and throughout the summer, Ecology and BNSF held public meetings to review the Draft Cleanup Action Plan (DCAP) and other documents outlining the actions to complete cleanup in Skykomish throughout the upcoming years. The Department of Ecology conducted a public comment period from June to July 2007 for the public to review and provide comment on the Draft CAP, Supplemental Environmental Impact Statement (SEIS), Draft Public Participation Plan (PPP) and Draft Consent Decree.
The final Consent Decree, which included the aforementioned documents, was finalized in October 2007. The Consent Decree, along with the CAP and related documents, provided the overarching structure for cleanup activities from 2007 – 2011.
2007 work also included investigations, including soil boring and sampling, throughout Skykomish to prepare for upcoming cleanup work.
