2009 Construction Work

The design, construction and operation of 2009 cleanup actions in Skykomish are described in the draft 2009 Engineering Design Report (EDR). The draft report includes construction activities, building relocation, traffic impacts, and the construction sequencing (described below).

Construction Activities
Railyard Zone (RYZ)
  • Construct temporary water treatment facility to treat water from construction activities.
  • Operate the hydraulic control and containment (HCC) system constructed in Railroad Avenue in 2008.
  • Perform compliance monitoring to ensure human health and the environment are protected.
Northwest Developed Zone (NWDZ)
  • Excavate free product and contaminated soils on the Sky River Inn, Sky River Inn office, post office, Sarno, Martin, Whistling Post, and Town properties.
  • Excavate portions of 4th Street, 5th Street east of the bridge abutment, and East River Road.
  • Install shoring to stabilize excavation areas along portions of 5th Street, Whistling Post, and Martin properties.
  • Construct temporary barrier at the excavation limits adjacent to future work to prevent recontamination and to allow excavation in future cleanup phases.
  • Evaluate contamination at the Cascadia Inn.
  • Perform compliance monitoring and restoration activities.
Northeast Developed Zone (NEDZ)
  • Operate air sparging system on Joselyn property.
  • Perform compliance monitoring.
Former Maloney Creek East (FMC East)
  • Excavate free product and contaminated soils within the wetland boundary and on BNSF, Robinson, Scisco, Austin and Pownall properties.
  • Perform compliance monitoring and restoration activities.
Building Relocation
  • Sky River Inn office buildings, Martin houses, Sarno house and garage, and Robinson shed will be relocated during cleanup activities. A section of the Sky River Inn building will likely need to be relocated depending on engineering studies. Buildings will be stored for the summer at the east end of Railroad Avenue.
  • U.S. Postal Service operations will be temporarily relocated within Skykomish for 2009 and 2010. The post office building on 5th Street will be moved in 2010.
  • After construction is complete, all relocated buildings will be returned to their original locations and connected to infrastructure for the community wastewater system.
Traffic Impacts
(Subject to contractor revision)
  • 4th Street will be closed during Phase I of construction.
  • 5th Street east of the bridge abutment and East River Road will be closed during Phase II of construction.
  • Vehicle access may be restricted to single traffic lanes or closed for short periods of time. Pedestrian access will be provided and may be located through active construction zones. Emergency access must be maintained at all times to occupied houses.
Construction Sequencing
(Subject to contractor revision)
NWDZ Phase I
  • Close and excavate part of 4th Street.
  • Move the Sky River Inn office, Sarno house and garage, and Martin buildings to a temporary location.
  • Construct shoring and complete the excavation.
  • Backfill and establish new driving surface on 4th Street.
  • Open 4th Street to traffic.
NWDZ Phase II
  • Move a section of the Sky River Inn or install temporary supports to excavate under the building.
  • Close East River Road and 5th Street east of the bridge abutment.
  • Complete the remaining excavation and install shoring and temporary barriers as necessary.
  • Backfill the excavated areas and return the Sky River Inn office, Sarno house and garage, and Martin buildings to original locations.
  • Return the section of the Sky River Inn to its original location.
  • Complete restoration activities and open 5th Street east of the bridge abutment and East River Road to traffic.
  • Remove temporary overhead electrical and communications services from 4th Street and energize underground services.
FMC East Wetlands (may be conducted concurrently with above phases)
  • Move the Robinson shed from excavation area onto the Robinson property.
  • Construct shoring and complete excavation. FMC East wetland in-water construction activities must be completed during the late summer to minimize impacts to fish.
  • Backfill the excavation area and complete restoration activities.
