Cleanup schedule

Crews work on the Whistling Post foundation - [10/2/08]

In 2007, BNSF Railway and the Department of Ecology completed the first phase of a significant environmental cleanup in Skykomish, Washington. Beginning in June 2006, the Interim Action involved excavation and restoration of the Town’s flood control levee and nearby upland areas, and the removal of contaminated Skykomish River sediments.

BNSF and Ecology have finalized plans for the remainder of cleanup in Skykomish. The Cleanup Action Plan, part of a consent decree, will guide the entire cleanup in Skykomish. This multi-year cleanup will be conducted in phases concentrated in different parts of Town. The majority of work in 2007 and early 2008 consisted of investigational activities such as sampling and surveying. Cleanup activities in 2008 will include excavation as well as installing an underground barrier at the railyard to capture and treat contaminated groundwater. Similar to the work near the levee in 2006, some houses and buildings will be temporarily relocated to allow cleanup work to proceed. BNSF and Ecology will continue to work closely with the Town of Skykomish to address impacts, obtain input, and stay informed during the implementation of cleanup plans.

Recent Updates

Continue restoration in town
Crews graded and paved Railroad Avenue and part of 4th Street this week. The HCC system building driveway along Old Cascade Highway will be paved on Friday 11/21. Restoration work will continue on the Whistling Post and Craig house. Temporary street lights will be installed as soon as possible.

Prepare Depot for storage
Crews will work to prepare the Depot for storage during the winter. Storing the Depot in its current location will not affect the Town’s ability to remove snow. Residents will continue to have access to their homes.

Work on Railroad Avenue
Crews are trenching and laying HCC piping along Railroad Avenue. This work should be completed by the end of the week or early next week. HCC system vault riser lids will be installed and crews will backfill and grade the south side of Railroad Avenue. Crews also plan to stripe Railroad Avenue and designate parking spaces near businesses in the next week.

Pilot test walking tour
Sign up at Town Hall to reserve your spot on the walking tour of the pilot test. This test, located on the BNSF railyard, is evaluating a cleanup technology that may be used to clean up contamination under the Skykomish School. Please sign up if you want to attend the tour. Only people who sign up will be able to attend. Tour participants should meet at the Community Center at 1:30 p.m. on November 20. The tour will last approximately one hour.

Equipment delivered to HCC building
Grading and finishing work will continue on the HCC building along Old Cascade Highway. Equipment is expected to begin being delivered to the building starting November 10th.

Drill boreholes along Old Cascade Highway
Crews will drill boreholes on BNSF property along Old Cascade Highway on Wednesday and Thursday, November 5 and 6. Traffic may be reduced to one lane near those locations. Flaggers will help direct traffic.

Place boulders in Skykomish River
Crews expect to place boulders in the Skykomish River upstream of town on October 31. Boulders will be stored at the ballfield and placed in the river by helicopter to enhance fish habitat.

Water line work on Wednesday, 10/29
Crews will activate the water main this week and as a result, a temporary water service interruption may occur on Wednesday (10/29) around 9:00 a.m. Residents in Skykomish north of the railyard and along Highway 2 may experience a temporary break in water service for approximately 1 to 2 hours. Residents and businesses affected by this work have been notified. The water main has been tested for safety and performance.

Community meeting on Thursday, October 30
Join BNSF and Ecology from 6-8pm at Maloney's General Store to learn about 2009 cleanup plans as described in the draft 2009 Engineering Design Report (EDR). The project team will review specific construction activities and impacts, including construction phasing, vehicle access, relocation plans, and 2008 restoration activities.

Whistling Post and Craig house
Nickels Brothers moved the Whistling Post from its stored location to the foundation this week. Crews set the building back on its foundation on Thursday 10/23. The Whistling Post and Craig house will be reconnected to utilities the week of October 27.

Drill angle borings under the Cascadia Inn
Angle borings will be drilled under the Cascadia Inn at the end of October. This work will help identify what, if any, cleanup action is needed in the future at the Cascadia. The Cascadia’s drainfield will be restored in 2008.

Open 5th Street crossing
The 5th Street crossing will reopen the week of October 13. The temporary crossing near the Skykomish School will close when the 5th Street crossing opens.

Wastewater work on Old Cascade Highway
During the week of October 6, the Town of Skykomish began to trench and lay pipe under Old Cascade Highway east of town and to the burn dump as part of its work on the community wastewater system. At that location, Old Cascade Highway was reduced to one lane of traffic and flaggers assisted vehicles through the construction area. This work will continue east past the Cascadia Inn the week of October 13.

HCC system
Crews continued construction of the HCC system building along Old Cascade Highway. This building will house equipment necessary to operate the HCC system, such as pumps. Crews also are working on grouting the few sheet piles in the HCC wall that did not make the desired depth. This grouting will make sure groundwater is treated by the HCC system and prevents it from going under the sheet pile wall.

Whistling Post foundation work
Foundation work has begun on the Whistling Post; the footings have already been poured. The foundation walls will be poured starting October 6.

McEvoy house to return to its original location
The McEvoy house will be moved back to its original location on Saturday, October 4. The foundation for the McEvoy house will be poured after the house is moved back to the property. The Depot will be safely stored through the winter in its current location until the Town and BNSF identify a permanent location.

Crews will remove bypass road to east RR
Crews hope to remove the temporary bypass road to east Railroad Avenue next week. A temporary road along the railroad tracks was created to allow access to the east end of Railroad Avenue. Traffic will return to Railroad Avenue in front of the Cascadia Inn once the bypass road is removed.

Complete excavation
Crews plan to finish all excavation work next week. Additional portions of the Cascadia drain field will be excavated on September 22. Excavation at the air sparging location near the east end of the construction zone will begin the week of September 22. This work should take a couple days. Crews will continue to backfill the excavated areas once the work is complete.

Complete oil recovery work
MarVac, the oil recovery contractor, plans to complete oil recovery work and de-mobilize by the end of next week. Crews used skimmers and booms to recover approximately 6,500 gallons of oil to date. Visual inspections and confirmation sampling determined when an area was clean and ready for backfilling.

Crane delivery
The crane that will place vaults within sheet pile cells in the construction zone will be delivered the weekend of September 13. The crane will be delivered by truck and come into town on 5th Street. School started Wednesday 9/3
Students returned to the Skykomish School on Wednesday in the midst of the surrounding construction activity. With the roadway closures and temporary detours, traffic has increased near and around the school. Please continue to drive slowly and cautiously as you make your way through Skykomish, and be aware that there are children present. Let’s keep everyone safe!

Sheet pile update
Sheet pile installation for the HCC wall is complete. Crews will continue to drive sheet pile “cells” that will be used for stabilization during vault installation; this sheet pile is temporary and will be removed after vaults are installed. The HCC vault delivery and installation will most likely occur in early September.

Work near the school
Crews used a large drill to begin investigational drilling at the school last week. This investigation will help determine what cleanup remedies are necessary at the school. School pilot testing will begin on the railyard the week of August 11.

Construction of an underground concrete wall begins
An underground concrete block wall will be built along the north side of the excavation, starting near the west end of Railroad Avenue near 6th Street and moving east to the Whistling Post. Liners will be used to prevent oil from migrating back toward clean backfill while still allowing groundwater to flow as it normally does toward the river. Construction of this wall will begin the week of August 11.

Temporary power outage
A temporary power outage affecting everyone from 4th Street to the east end of Railroad Avenue between the railyard and the river will occur Friday August 8th. PSE crews need to temporarily take down a power line near 3rd Street to provide room for the crane to maneuver sheet pile. Cleanup staff have notified residents and businesses that will be affected.

Crews will begin digging deeper along RR Ave
Work will significantly increase the week of August 4 as crews begin digging deeper into Railroad Avenue to remove oil and contaminated soils. Crews will also start constructing an underground wall on the north side of the excavation area along Railroad Avenue, starting between 6th and 5th Streets. This wall will separate the clean areas from contaminated areas.

Excavation for HCC gate installation begins
Crews will start excavating within the HCC system gate “cells” at the west end of Railroad Avenue the week of August 4. Contaminated water and soil will be removed by oil recovery specialists. Gates will not be delivered and installed until the middle of August.

Sheet pile installation update
The pace of sheet pile installation has increased; crews successfully installed 20 sheet piles in one day. Removing large boulders by pre-excavating the alignment helps crews more easily drive sheet pile into the ground. Sheet pile driving work will continue Monday through Saturday, heading east along Railroad Avenue. Some work will occur at the west end of the excavation zone in preparation for gate installation.

HCC update
Crews will start preparing for gate installation the week of July 28. Gates are key components of the underground barrier along the rail yard that will contain and treat contaminated groundwater. The sheet pile being driven along Railroad Avenue is part of this underground barrier that is called the hydraulic control and containment (HCC) system. Gates are large concrete, reinforced structures that will be brought in by truck.

Oil recovery
The oil recovery contractor will mobilize and begin removing oil the week of July 28. Crews are scheduled to begin transporting excavated soil offsite on rail cars beginning the week of July 28.

Work happening in town this Saturday

Pre-excavation near the sheet pile alignment
Crews will continue excavating the sheet pile alignment to remove any large boulders. This pre-excavation will continue through the week of July 14.

Sheet pile update
Thirteen sheet piles were successfully vibrated into the ground at the west end of Railroad Avenue after crews excavated the alignment. Excavating the alignment allows crews to vibrate sheet piles more easily into the ground and helps avoid the use of an impact hammer.

Temporary railroad crossing
A crossing guard is now stationed at the temporary railroad crossing at the west end of Railroad Avenue. This guard is not a BNSF flagger and will not have radio contact with the trains, but will assist motorists and pedestrians as they cross the tracks. -- The 5th Street railroad crossing closed on Wednesday, June 25. Traffic is rerouted to the temporary west crossing near the Skykomish School. The temporary crossing is open from 7:00 am to 10:00 pm every day. Pedestrians and drivers should remember to pay attention, look both ways and proceed safely.

Sheet pile installation
The sheet pile alignment at the west end of Railroad Avenue was not pre-excavated because of the close proximity of railroad tracks. The sheet piles hit large boulders and crews were unable to drive them any deeper. Crews will remove the sheet piles and locate the alignment slightly north to allow pre-excavation and the removal of large boulders. Sheet piles will be re-installed on Tuesday, July 8.

Delivery of sheet pile has begun. Piles will continue to be delivered by trucks and rail, and will be stored on the railyard. Sheet pile driving will begin sometime in late June. Temporary water service interruption on Tuesday, June 17
Crews are preparing a temporary water bypass line for use during the cleanup this summer.
